NaOH (25% water solution) 16 ml
Acetone (dry) 5-10 ml
In this case, how many ml of ipa and h2o should I use and how many ml of water should I make a solution of copper chloride 200mg

Find the moles for the reactants and do math from there.

170.48 divided by 44.01 I got 3.87 I multiplied 3.87 by 2.5 I will use 9.6 ml h2o

I am not exercising the dilligence of doing the math also, but double check. The reactant proportions in your recipe for which you are following, converted into moles. Figure out the ratio and apply that to your solvents. If it was originally for 2g of CuCl2 then, of course, 200mg is %10 of that. So then find %10 of the portion of solvent you are instructed to use. That one ratio needs to be applied to all portions of all ingredients to have the same exact amounts. Technically, moles need not be calculated, but it is good practice, and verifies your work up.

CuCl2 is already 0.2g in the portion list so it says to use, whatever, 40-50ml IPA and 12.5ml H2O. I am confused, Are these not already calculated?

That is what I am trying to figure out, I will help you make sure it is correct if you need. If you are just using it for a 'liquid/liquid' extraction then it is probably unnecessary work - just eyeball it, you can't really screw it up with amount, just don't over do it.

I was asking you that, my friend. Where did you get these portions for the recipe? Are they yours? Or how were they figured? This is only going to make like a half gram of amph or something or other insignificant ...

It says 12.5ml in what you posted, I am guessing, if that is accurate you know best. I wouldn't assume the amount is that critical as long as you don't over do it. What % solution does the CuCl2 need to be for the reaction? I'm probably not the guy who should be telling you anything about this, contact the phantom chemist, no? They're his instructions afterall.

How many ml of copper chloride 200mg will I dissolve in water and add 1ml? First I add ipa and water, then I add nabh4, then I add p2np so that it does not exceed 60 degrees, the temperature increases, but when I add copper chloride 200mg, the temperature does not increase, I dissolve it in 5ml water and add it, I make a reaction with a 2lt 3-neck glass balloon.

I looked at the one pot synth recipe and the CuCl2/H2O solution is in 1/2 ratio meaning for 200mg CuCl2 you would use 400mg H2O as your solution proportion.
The temperature does not increase perhaps because it is such a small scale. Also you are using a two liter flask - kind of big for what you are working with, no?
After the CuCl2 solution is added, the temperature is maintained at 80c for 30 minutes with help of external heating. You got a hot plate you can dial in?
Add your NaOH solution to base. Seperate aqueous phase using IPA and reduce back into freebase with a vacuum.
Dissolve freebase into acetone and add H2SO4 until pH 6.
Place in freezer for ~12 hours
Collect salt and wash with cold dry acetone until it is white colored.

If you are still having trouble with these portions I would suggest using a larger batch. That is a 45 page thread, and it is not the only one. There has to be more info in there you can use. Read, brother.

SoldadoDeDrogasLet me tell you how to do it, first I will add 10ml ipa 80ml h2o, then I will add 3.5gr nabh4, then I will add 2gr p2np, not exceeding 60 degrees, then I will dissolve copper chloride 456mg in 1ml water and add it, not exceeding 80 degrees, then I will heat it to 80 degrees for 30 minutes, I will take the top layer and add the solution with 16ml water 25% naoh, then I will make ph 6 and put it in the freezer.
